Can I Compost Japanese knotweed?

Since the 1981 Wildlife and Countryside Act, it has illegal in the UK to allow Japanese knotweed, Fallopia japonica, to plant knotweed or let it spread into the wild and since the 1990 Environmental Protection Act, it has been classed as a “controlled waste” substance and must be disposed of at licensed landfill sites.
Composting it could cause it to regrow in your garden – a fragment just a few centimetres long (of plant or root) could quickly regrow to be a problem in your garden.
I an an anarchist composter. About 15 years ago I decided to prove that Japanese Knotweed could be composted. I very carefully took a bin bag full from some waste ground and chopped it up into a 600 litre tumbler where it got very hot with shredded hedge, roadkill and waste bread. It decomposed just the same as any other plant.
However I would not recommend ordinary (or law-abiding) composters to do the same. I was extremely careful and did it just to prove a point.
